Gary began his general practice with now retired judge, John D. O’Brien, in Panama City in 1970 where they practiced what they jokingly referred to as “Rent Law;” that is, “anything that paid the rent!”

Gary later specialized in real estate development as President and General Counsel for Royal Development, Inc. At Royal, Gary became well acquainted with local, state, and federal permitting and zoning issues and law in Florida, Alabama, and Georgia. He also negotiated contracts, litigated construction contract disputes, and served as closing agent on mortgages.

With his extensive knowledge of land development, zoning, mortgage closings, and government contracting, Gary served as the General Counsel for People’s First Community Bank and Argus Services, Inc. At Argus, Gary negotiated solid waste collection and disposal contracts among many Florida counties and municipalities.

Currently Gary is a valued colleague at Mike Reiter & Associates, along with his private practice. He also operates his residential rental property business, Victoria Suites, with his spouse of 20 years, Victoria.

 

Education & Work History

♦♦ 1967 University of Florida – B. S. in Business Administration 1970 University of Florida – College of Law Juris Doctor Degree. Current Member of the Florida Bar.

♦♦ 1986 to present. I have had a General Law Practice and the descriptions of various highlights of these times are described below.

♦♦ 1996- Present. General partner in Victoria’s Suites, Panama City, Florida, A residential rental property. I also have a limited private law practice at this location. From July, 2004 to November, 2006 I also practiced at the office at John L. Gioiello P. A., 404 Jenks Ave. Panama City Fl 32401. I am now an associate in the law firm of MIKE REITER & ASSOCIATES.

♦♦ 1992-1996. I was Legal Counsel to Argus Services Inc. of Panama City, Florida. I was primarily responsible for permitting medical waste incinerators, landfills, and solid waste transfer stations. I also negotiated long term solid waste disposal contracts with the Westinghouse Incinerator in Panama City, Florida. These contracts were then used to negotiate long term solid waste collection and disposal contracts with Gulf, Franklin, Wakulla, Washington and Holmes counties and the municipalities within these counties. Services were no longer needed when U. S. A. Waste Inc. purchased the company.

♦♦ 1987-1991. Developed and owned five Popeye Fried Chicken franchises in Bay And Gulf County. Ownership transferred.

♦♦ 1986-1989. General Counsel to Peoples First Community Bank, Panama City Florida.

♦♦ 1975-1986. President of Royal American Development Inc., Panama City, Florida. While I was President of Royal American Development Inc. the company was one of the largest multifamily developers of H.U.D. and Farmers Home Administration subsidized housing in the state of Florida. I was completely responsible for all project development, from site acquisition to securing building permits. This included all land use and zoning issues as well as water and sewer connections. I directly handled all driveway permitting and utility easements necessary for our projects. While President and General Counsel I was personally responsible for the development of over fifty multifamily housing projects in Florida, Alabama and Georgia. As General Counsel I did all mortgage closings and construction litigation for the Royal American Companies. This included negotiating and closing syndication deals on these projects.

♦♦ 1970-1975. General Partnership with John D. O’Brien (currently retired County Judge, Bay County Florida). This was a general law practice. Office located in Panama City Florida.
